Rules and Regulations

REGULATION NO. 209/2023

A COUNCIL OF REGIONAL GOVERNMENT REGULATION ISSUED TO ESTABLISH THE   REVISED TEACHERS’ EDUCATION COLLEGES  IN THE AMHARA NATIONAL REGIONAL STATE

Whereas, it has, in accordance with the teachers’ education curriculum framework which is prepared by the Federal Minister of Education in 2022 and transferred thereto, been believed necessary to produce teachers having acquired appropriate academic knowledge, professional ethics and positive attitude, as well as being devoted to the profession and are self-confident  by providing those trainees to be selected as candidate teachers for kindergarten and primary schools with diploma as well as for middle schools with degree in major and minor linear subjects; 

Whereas, , it has been necessary to enable them to play an appropriate role for the Regional general quality of education through developing their professional efficiency at the required level by providing those principals of kindergarten, primary and middle levels schools with managerial trainings as well as for those teachers, school leaders and educational professionals  with continuous short-term capacity building training complying with the need of the Regional State;

Whereas, it has been found necessary to make the management, organization and working procedure of the Colleges to be competent, transparent and fair with a view to enabling it to develop quality education by providing efficient services in a manner of higher education;

Whereas, it has been necessary to have legal recognition for its institutional duty which has been upgraded to the Degree program due to the fact that each and every curriculum, teachers education curricular framework, each and every list of courses as well as their description has, in  accordance with the new curriculum revision,  been prepared by Federal Ministry of Education level and referred thereto for operational;

Whereas, it is believed the appropriateness of revising and drafting the existing teachers’ colleges regulation established in a separate way by the regional government and the ones to be issued in the future in a manner of treating same in one establishing regulation thereof;

Now, Therefore, the Council of the Amhara Regional Government, in accordance with the powers vested in it under the provision of Art. 58 Sub-Art. (7) of the Revised National Regional Constitution and Article 44 of the Regional State Executive Organs’ Re-establishment and Determination of Powers and Duties Proclamation No 280/2022, hereby issues this Regulation. 

Short title

This Regulation may be cited as “The Revised Teachers’ Education Colleges Establishment,    Council of Regional Government Regulation No. 209/2023.”

Student Rights

Students will have the following rights:

  1. To be free from discrimination based on nationality, ethnicity, gender, religion, color or special needs.
  2. To promote ideas freely, to ask questions, to argue and to participate in the discussion of any educational process and related activities.
  3. To use the library, ICT labs, laboratories and other services (facilities) following the internal rules of the college.
  4. Participating equally in various organizations under the auspices of their own counseling.
  5. Gathering, speaking, writing, publishing and organizing.
  6. Dealing with part-time job opportunities from within the college;
  7. To request a decision by presenting it to the concerned officials of the college at every level or to request that an unfair decision be reversed.
  8. To file a complaint by providing information for the case in which they have been accused or punished.
  9. To get re-admission in accordance with the rules of the college in case of interruption of education due to problems such as childbirth, illness or serious accident.
  10. Non-discrimination in education participation and ability assessment and getting a copy of their results at the end of the semester.
  11. To apply for examining the examination paper based on the internal procedure of the college,
  12. To obtain legal information about their completion of the college program.
  13. Access to administrative assistance and counseling services for academic or personal problems.

Student Duties and Responsibilities

 

Students are expected to have the following obligations.

  1. Knowing, respecting and implementing the rules and regulations of the college.
  2. According to the program issued for each course, all personal computer equipment materials needed for classrooms, laboratories, workshops, etc.
  3. To complete homework assignments, group assignments, project assignments, field assignments, tests, laboratory reports given by teachers within the given time frame.
  4. According to the regular academic calendar, registering in front and meeting all the requirements,
  5. Accepting the advice of their educational advisor and other teachers.
  6. To keep the educational equipment and other property of the college carefully and to use it properly, to replace the cost when it is lost or damaged.
  7. Respecting the advice and guidance of the administration.
  8. To stay away from any narcotic drugs and backward customs,
  9. To respect the rights of others;
  10. Not to lend or transfer property provided by the college for individual and common use, and not to keep it personally outside of the permitted period.
  11. To maintain personal hygiene, to follow an orderly (doesn’t hinder learning) dress code,
  12. Making reports to the relevant department when there are situations that lead to disorder.
  13. To participate in all activities deemed necessary for the development of the college.
  14. Holding an ID card and showing or giving it when asked;
  15. Compliance with the rules and regulations of libraries, laboratories, classrooms, entertainment clubs, etc.
  16. Taking care of the environment and contributing to the beauty of the campus.
  17. To be treated in a line-up wherever necessary,
  18. Substitution/reimbursement of tuition fees that are terminated through negligence after enrollment in the program;
  19. To return all property belonging to the college at the time of withdrawal and graduation and to have legal information stating that they are free from property before leaving.
  20. To report when required for work matters;
  21. Not participating in or doing any act that is against the laws of the country,
  22. Applying and respecting the country’s ethical principles,
  23. Mutual aid and evaluation of prisoners.

 

Irregularities

  1. Violation of the rules and regulations of the college;
  2. Failure to consistently attend a class or other regular college program;
  3. Disseminating or disseminating, orally or in writing, anything defaming the reputation of the college or other members of the community;
  4. Showing inappropriate behavior, attempting to use force, attempting to harm, disrupting,
  5. Disloyal behavior such as stealing, cheating, lying,
  6. Cheating on exams, taking other people’s thoughts, writings, etc. and passing them on as your own, and committing related offenses.
  7. Individually or collectively disrupting the normal work and legal education process;
  8. Unauthorized conduct, unauthorized organization or any unauthorized student assembly or demonstration;
  9. Posting and dispersing unauthorized and illegal pamphlets and other writings;
  10. Improper use of college book pages by separating, writing on the surface, hiding etc.
  11. Writing on college tables, walls, chairs and laboratory equipment;
  12. Possessing or concealing dangerous weapons such as knives, guns, soundless weapons etc.
  13. Sexual harassment, attempted rape, assault,
  14. Being drunk in the college premises, using intoxicants, khat and other drugs.
  15. Trespassing, trespassing, for example, attempting to enter a fence;
  16. Giving away personal identification to another person at any time;
  17. Conducting religious ceremonies in the college premises.

Procedures

The main course of action for teacher development depends on the type of punishment given for disciplinary infractions listed in the guidelines. Some types of punishments for this are listed below.

  1. Making them discriminate for repeated minor offences;
  2. Giving an oral or written warning;
  3. Posting the names of the students and the corrective action taken clearly on the notice board.
  4. To make them replace or pay the estimate for the property they damaged or destroyed;
  5. Suspension from the College for one semester or more;
  6. Permanent removal for those who have committed repeated and serious offences.
